6.3 US trade pressure and security designations

  • Section 301:

    • Opened: 15 Jul 2025 (90 FR 34069).
    • Actionability: determined 1 Jun 2026; proposed action published 4 Jun 2026 (91 FR 33854); hearings 6–7 Jul; more than 360 comments.
    • Final action: a 25% tariff "on all imports of Brazil, with certain exemptions", applying from 22 Jul 2026. Exemptions cover goods already under Section 232 and listed products. Scope: digital trade and electronic payment services, preferential tariffs, anti-corruption enforcement, IP, ethanol and deforestation. The final notice's extracted text does not name Pix itself; the Pix-specific finding comes from USTR's fact sheet and coverage [V-s].

  • The 21-demand proposal (16 Oct 2025): see 6.4. Coverage says it asked for "competitive neutrality" for Pix, not its abolition [V-s]. The Revelando claim that it demanded "an end to Pix" and "amnesty" for coup convicts is not supported by the Estadão or Folha texts read.

  • PCC/CV terror designation: Secretary Rubio designated both as Specially Designated Global Terrorists on 28 May 2026 and as Foreign Terrorist Organizations effective 5 Jun 2026 (91 FR 34267). This came two days after Flávio asked Trump for it; the designation process is normally longer, so the visit is unlikely to be the sole cause. The State Department told Metrópoles the designation gives US forces "no additional powers". Brazil's government sought to reverse it. [V] State Dept; [V] Federal Register; [V] Metrópoles

  • Not re-checked in v9: the STF ruling on Marco Civil art. 19 (2025), X vs Moraes (2024) and Rumble/Trump Media vs Moraes. [R]
