October 2026

Changelog (v9 → v10, 17 Oct 2026)

  • New: Direction 7, Latin America alignment and the data-center buildout. It is placed after Direction 6. It tests the consortium's hypothesis about regional alignment with Washington and Israel, the isolation of Brazil, and data centers. It contains:
    • an alignment map and the isolation evidence for and against;
    • a projects table and the security framing (trusted stack, TCU 1380/2026);
    • press coverage and the US opposition context;
    • a verdict table, "What this doesn't show" and murky items 54–63;
    • a case box on the viral John "Jay" Valentine testimony.
  • Full-text pass. About 95 pages were fetched (pages/latam/), plus the full TCU ruling, a Texas PUC filing and the X post's video (transcribed). The research note had 9 [V] / 29 [V-s] / 4 [R] / 13 [U]. Direction 7 has 142 [V] / 28 [V-s] / 7 [R] / 17 [U], tagged item by item, so the totals are not strictly comparable.
  • Corrections to the research note:
    • Colombia has not designated Hamas. It designated Hezbollah in 2020 and the IRGC on 24 Sept 2026.
    • Peru joined the Shield about 10 Sept 2026, not "early August".
    • Colombian evangelicals: "majority for De la Espriella" becomes "a strong base; no data on vote share".
    • Rio: the US$550m is Elea's investment, not City Hall money. The "US$65bn" figure is removed (Valor gives ~US$10bn). Capacity is up to 3 GW by 2032.
    • Scala: 5 GW was requested; 1,800 MW was granted.
    • Chile Cerrillos: the "no review needed" outcome is not visible in the SEIA record, so it is now [U]. The partial annulment was Feb 2024.
    • Pecém: g1 gives R$580bn against TikTok's R$200bn+ (discrepancy flagged). The MPF action targets Omnia and Semace.
    • Mexico: the BBC article is dated 28 Aug 2025.
    • Redata: the "5-year" term was not found in the law text and is dropped.
    • Paracatu is no longer called Brazil's "largest" project.
    • Paraguay signed the AI Opportunities Declaration, not Pax Silica.
  • Downgrades:
    • Scala "77,760 m³/day" → [U].
    • Uruguay water figures → [R].
    • Mapuche opposition in Patagonia → [U].
    • Brazil's IHRA status → contested [U].
  • Gaps closed:
    • Argentina's embassy (promised, frozen in Jan 2026, reaffirmed in Apr, still not open).
    • Peru and Colombia designations.
    • IHRA adoption list.
    • A primary text of Flávio's Isaac Accords pledge (VEJA, full speech).
    • Bukele–Israel (Israel closed its San Salvador embassy; no move or designation).
    • The Valentine video and his background.
  • Additions:
  • Scheduled updates: the 26 Oct runoff update now also refreshes Direction 7.
